AFSCME has developed health and safety protocols for the International Convention. The evolving nature of COVID-19 may require that we change our protocols before the Convention.

Vaccinated Attendees
Fully vaccinated attendees are encouraged to use the “CLEAR Health Pass” app daily prior to arriving at the PCC. This app will allow you to show that you are fully vaccinated and have completed the daily health survey. It will also speed your entry into the Convention and related events. Use this link to download the app or send a one-time link to your mobile device, and enter event code AFSCME if prompted.
If you do not use the CLEAR Health Pass, other forms of vaccination verification will be accepted along with a legal ID. Other accepted forms of verification include official state apps, Apple Health app, official vaccination card, photo of vaccination card and others.
Unvaccinated Attendees
For those who are not fully vaccinated, daily antigen testing will be administered by medical staff at AFSCME’s designated testing locations. See below for information about testing, locations of the testing sites and the hours of operation.
All Convention attendees participating in antigen testing must complete a daily, verbal health survey offered by staff. Testing may take up to 30 minutes.

Children
- Children over 6 that attend convention related activities must follow all AFSCME health and safety protocols.
- Children ages 3 - 6 that attend convention related activities should remain masked if possible.
- Children attending Camp AFSCME (onsite child care) are not required to be vaccinated or test onsite, parents should offer a daily health survey to their child and kids should remain masked while at Camp AFSCME.
Entry Points and AFSCME Testing Centers
For your convenience, there are three entry points to the PCC. They are located at:
- 12th and Arch Streets East
- 12th and Arch Streets West
- Grand Hall located near the bridge to the Marriott
There are two AFSCME Testing Centers:
- Hall F in the PCC at 12th and Arch Streets East
- Independence Ballroom (Saturday) and Liberty Ballroom (Sunday – Friday) in the Marriott Downtown, Headhouse Tower
Entry points and AFSCME testing centers will open according to the schedule below. (hours subject to change)
All verified attendees will receive a daily wristband for easy re-entry.

Contact Tracing
The AFSCME health and safety team will provide contact tracing at the Convention. The team will notify attendees of any possible COVID-19 exposures that occur when they are inside the Pennsylvania Convention Center (PCC).
AFSCME contact tracing will be informed by self-reporting, testing center results, individual conversations and a “wearable” device on the back of each attendee’s badge.
If an attendee chooses not to use the contact tracing “wearable,” it should be returned to the registration counter.
